Somites are transient structures which represent the most overt segmental feature of the vertebrate embryo. The strict temporal regulation of somitogenesis is of critical developmental importance since many segmental structures adopt a periodicity based on that of the somites. Until recently, the mechanisms underlying the periodicity of somitogenesis were largely unknown. Based on the oscillations of c-hairy1 and lunatic fringe RNA, we now have evidence for an intrinsic segmentation clock in presomitic cells. Translation of this temporal periodicity into a spatial (...) periodicity, through somite formation, requires Notch signaling. While the Hox genes are certainly involved, it remains unknown how the metameric vertebrate axis becomes regionalized along the antero–posterior (AP) dimension into the occipital, cervical, thoracic, lumbar, and sacral domains. We discuss the implications of cell division as a clock mechanism underlying the regionalization of somites and their derivatives along the AP axis. © JNCCN-Journal of the National Comprehensive Cancer Network.Background: Next-generation tumor sequencing panels, which include multiple established and novel targets across cancers, are emerging in oncology practice, but lack formal positive coverage by US payers. Lack of coverage may impact access and adoption. This study identified challenges of NGTS coverage by private payers.Methods: We conducted semi-structured interviews with 14 NGTS experts on potential NGTS benefits, and with 10 major payers, representing more than 125,000,000 enrollees, on NGTS coverage considerations. We used the (...) framework approach of qualitative research for study design and thematic analyses and simple frequencies to further describe findings.Results: All interviewed payers see potential NGTS benefits, but all noted challenges to formal coverage: 80% state that inherent features of NGTS do not fit the medical necessity definition required for coverage, 70% view NGTS as a bundle of targets versus comprehensive tumor characterization and may evaluate each target individually, and 70% express skepticism regarding new evidence methods proposed for NGTS. Fifty percent of payers expressed sufficient concerns about NGTS adoption and implementation that will preclude their ability to issue positive coverage policies.Conclusions: Payers perceive that NGTS holds significant promise but, in its current form, poses disruptive challenges to coverage policy frameworks. Proactive multidisciplinary efforts to define the direction for NGTS development, evidence generation, and incorporation into coverage policy are necessary to realize its promise and provide patient access. This study contributes to current literature, as possibly the first study to directly interview US payers on NGTS coverage and reimbursement. (shrink)

Participants were asked to draw inferences about correlation from single x,y observations. In Experiment 1 statistically sophisticated participants were given the univariate characteristics of distributions of x and y and asked to infer whether a single x, y observation came from a correlated or an uncorrelated population. In Experiment 2, students with a variety of statistical backgrounds assigned posterior probabilities to five possible populations based on single x, y observations, again given knowledge of the univariate statistics. In Experiment 3, statistically (...) naïve participants were given a problem analogous to that given in Experiment 1, framed verbally. Experiment 4 replicated Experiment 3 but added an “impossible to determine” response option. Models that rely on computing sample correlations make no predictions about these investigations. From a Bayesian perspective, participants’ inferences in all four experiments tended to make probabilistically valid inferences as long as the single datum was directional. The results are discussed in light of the Brunswikian notion of vicarious functioning. (shrink)

We examine when and how police officers may avoid costly errors under stress by leveraging theoretical and empirical work on the biopsychosocial (BPS) model of challenge and threat. According to the BPS model, in motivated performance contexts (e.g., test taking, athletics), the evaluation of situational and task demands in relation to one’s perceived resources available to cope with those demands engenders distinct patterns of peripheral physiological responding. Individuals experience more challenge-like states in which blood circulates more efficiently in the periphery (...) when they evaluate their coping resources as meeting or exceeding the task demands. Conversely, individuals experience more threat-like states in which blood circulates less efficiently in the periphery when they view the situation or task demands as exceeding their coping resources. Patterns of response consistent with challenge and threat states have been shown to predict important performance and decision-making outcomes in stressful contexts, and repeated experiences of threat-like patterns of physiological activity are thought to have detrimental effects on long-term cardiovascular health. To date, however, research has not used the biopsychosocial model to understand police decision-making under stress. Here, we review relevant empirical work from the perspective of the BPS model concerning how minority status and power can shape challenge and threat responding and contribute to decision making under stress. We then detail a research agenda aimed at improving the translational value of research being conducted within the BPS model for understanding complex performance and decision making in the real world, including among law enforcement personnel. The paper constitutes a detailed critical commentary on Stephen Darwall’s Impartial Reason (Ithaca: Cornell University Press, 1983). Its central thesis is that Darwall’s attempt to integrate a naturalist theory of substantive reasons for acting with a neo-rationalist derivation of moral requirements from the very concept of practical rationality is faced with insurmountable theoretic problems. The author argues that anyone who would accept a plausible internalist account of reasons, that justificatory reasons for an agent to act are facts which must be (...) capable of motivating that agent under certain conditions, cannot establish on an a priori or rationalist basis claims for the intersubjective validity of reasons or substantive normative requirements of any kind, but rather must acknowledge that such claims are both irreducibly empirical and epistemically risky. This paper treats two problem cases in decision theory, the Newcomb problem and Reed Richter''s Button III. Although I argue that, contrary to Richter, the latter case does not constitute a genuine counterexample to a standard general proposition of (causal) decision theory, I agree with and undertake to amplify his solution to the decision problem in Button III. I then apply the conclusions and distinctions in the foregoing treatment of Button III to the Newcomb problem and argue that a familiar (...) version of the dominance argument for taking both boxes runs afoul of plausible general constraints on rational agency. The underlying theme of the paper is that basic considerations of epistemic coherence play an important role in dealing with problem cases in decision theory. (shrink)

Can you think of a meme that made you laugh or a political post that made you angry? These examples illustrate how social media use (SMU) impacts how people feel. Similarly, how people feel when they initiate SMU may impact the emotional effects of SMU. Someone feeling happy may feel more positively during SMU, whereas someone feeling sad may feel more negatively. Using an experimental design, we examined whether following SMU, those in a happy mood would experience increases in positive (...) affect (PA) and those in a sad mood would experience increases in negative affect (NA). A large sample of college students (N = 703) were randomly assigned to a happy, sad, or neutral mood induction before SMU. PA and NA were assessed at baseline, post-mood induction, and after SMU. Contrary to hypotheses, after SMU, people in happy moods experienced decreases in PA, and those in sad moods experienced decreases in NA, reflecting SMU having a dampening effect on emotions. PA and NA were significantly lower after SMU compared to baseline and did not vary by condition. How young adults feel when they log onto SMU matters in understanding how SMU impacts PA and NA, but on average, emotional experiences are dampened. (shrink)

The cytoskeleton has a central role in eukaryotic biology, enabling cells to organize internally, polarize, and translocate. Studying cytoskeletal machinery across the tree of life can identify common elements, illuminate fundamental mechanisms, and provide insight into processes specific to less‐characterized organisms. Red algae represent an ancient lineage that is diverse, ecologically significant, and biomedically relevant. Recent genomic analysis shows that red algae have a surprising paucity of cytoskeletal elements, particularly molecular motors. Here, we review the genomic and cell biological evidence (...) and propose testable models of how red algal cells might perform processes including cell motility, cytokinesis, intracellular transport, and secretion, given their reduced cytoskeletons. In addition to enhancing understanding of red algae and lineages that evolved from red algal endosymbioses (e.g., apicomplexan parasites), these ideas may also provide insight into cytoskeletal processes in animal cells. In lieu of an abstract, here is a brief excerpt of the content:ROBERT ORFORD'S ATTACK ON GILES OF ROME I N TWO PREVIOUS ARTICLES, I tried to demonstrate how Robert Orford drew upon the thought of Giles of Rome in order to formulate his own explanation of hylomorphism and the so-called real distinction between essence and existence.1 Orford, it will be remembered, was one of the earliest disciples of his colleague St. Thomas Aquinas, and-more important- is the first 'llhomist we (...) know of who turned to Giles in order to gain an understanding of these basic philosophic problems, and who wove Giles's ideas into his own elaboration of what he took to be St. Thomas's position regarding them. In view of this recognition of Giles as an appropriate guide to a Thomist grasp of these issues, it is surprising to find among Orford's works the Reprobationes dfotorUJn a fratre Egidio in primum Sententiarum.2 The Reprobationes is a strange document. In it, as I shall show later, Orford seeks every opportunity to find fault with Giles. Indeed, his criticisms, hardly ever of any substance, are at times so "picky" they cause the reader to wonder as to his real purpose in writing them down in the first place. In this article, I shall review the historical context of the Reprobationes and try to show what it was about Giles of Rome that so irritated the Dominican Orford. The early catalogues contain no more than two entries for 1 See F. The great problem in writing a theory of everything is that it may turn out to be a theory of nothing. Here is how it works. If you develop a theory that only explains some small, simple Thing, then the theory is very strong. It is precise, understandable, and it always works. As you expand the theory to encompass another Thing, it becomes weaker. It may still be precise and understandable, but it is now more complicated, and because it involves (...) two things rather than one, it starts to become conditional. This means that in order for it to work with regard to the second Thing, we may have to take into account something about the first Thing. And so it goes. As the theory covers more and more Things, it becomes less precise, less understandable, and parts need to be added on in order cover multiple contingencies. People who go down this path inevitably come to a critical point, at which their theory has become so precisely complicated that it can barely be understood, and gargantuan efforts become necessary to make it work at all. To resolve this impasse, they have a terminological epiphany. They suddenly find a language (that is, an arcane vocabulary) which confers the appearance of simplicity to the morass they have created. Precision is replaced by undefined terms and relationships, described in forceful but impenetrable prose. Argumentation becomes not an activity of rational thought, but a magical experience in which a swirling array of undefined concepts assembles itself in just the right way to come to whatever conclusion is desired. In the mouth of its inventor the theory does indeed explain everything, but in the ears of the audience it explains nothing. (shrink)

Buchanan and Kelley provide a sophisticated and thoughtful critique of contemporary discussions of biosecurity. They provide sound critiques of American biodefence institutions, and the general sense of imminent threat underlying the rush to fund biodefence. However, the essay consistently misrepresents the breadth and depth of scholarly research on the ethics and politics of biodefence.

In these handsome volumes, Professor Alfred J. Freddoso and the late Professor Frank E. (...) Kelley have provided the scholarly community with an English translation of William of Ockham's Quodlibeta septem (hereafter QS). The volumes constitute the first volume in the new Yale Library of Medieval Philosophy, and both the new series and this first contribution within it will add generously to the growing num· her of medieval philosophical texts available in English. Using the critical edition of Ockham's Latin text established by the Rev. Joseph C. Wey (Opera theologica, vol. 9, Franciscan Institute: St. Bonaventure, NY, 1980) as the basis for their work, the translators offer to readers of English an accurate translation of one of Ockham's mature theological works, treating a wide variety of philosophical and theological topics. Indeed, thanks to their efforts, the broad range of Ockham's thought in natural and revealed theology, ontology, epistemology, and ethics becomes available in English for the first time. The purpose of the Yale series is to translate into English " complete works of philosophical and historical importance". In deciding which work of Ockham to translate for the series, the translators faced two potential hazards: the danger of translating one of Ockham's earlier works that might contain ideas which he subsequently reconsidered; and the danger of translating a work that focused upon a narrow range of topics, something which would give readers the false impression that Ockham's philosophy was concerned only with those topics. The translators have adroitly managed to avoid both of these potential hazards. The translators certainly steered clear of the first hazard by deciding to translate Ockham's QS. These quodlibetal questions are believed to represent the substance of disputations Ockham held at the Franciscan studium in London during the years 1322-1324, although the final written form of the work probably was not established until 1325 or shortly thereafter at Avignon. Hence the QS represent to a large extent Ockham's final word on the topics discussed, since in the period after 1325 up until the time of his death in 1347 Ockham was too heavily embroiled in ecclesiological and political controversies in Avignon and Munich to give much consideration to more speculative concerns. Yet the translators also avoided the second hazard by choos- 338 BOOK REVIEWS ing to translate the QS. True, the QS is akin to numerous other medieval quodlibetal questions in that it treats an array of questions; hut, in the case of Ockham's work, the range of topics is so broad and the issues broached therein so fundamental to his personal thought that one has, in effect, a compendium of Ockham's major philosophical and theological ideas. A brief glance at the table of questions indicates the breadth of the questions and their relevance to perennial philosophical discussions. In the area of philosophical theology, Ockham asks whether it can be proved by natural reason that there is only one God; whether it can be proved by natural reason that God's power is infinite; whether God could have made the world from eternity. In regard to ethical theory, Ockham asks whether the exterior act has its own proper moral goodness, and whether there can be a demonstrative science about morals. In fields of epistemology and the philosophy of mind, Ockham asks whether the human intellect knows its own acts intuitively in this life; whether it knows sensible things intuitively; and whether there can be an intuitive cognition of a non-existent object. Closer to the area of logic and semantics, Ockham raises several questions about the status of propositions and their components: whether a mental proposition is composed of things or concepts; whether mental names are divided into concrete and abstract names in the manner of spoken names; whether the object of a definition is an extra-mental reality or a concept. There is a well-known equivalence between avoiding accuracy dominance and having probabilistically coherent credences (see, e.g., de Finetti 1974, Joyce 2009, Predd et al. 2009, Pettigrew 2016). However, this equivalence has been established only when the set of propositions on which credence functions are defined is finite. In this paper, I establish connections between accuracy dominance and coherence when credence functions are defined on an infinite set of propositions. In particular, I establish the necessary results to extend the classic accuracy (...) argument for probabilism to certain classes of infinite sets of propositions including countably infinite partitions. Judgment subjectivism is the view that x is good for S if and only if, because, and to the extent that S believes, under the proper conditions, that x is good for S. In this paper, I offer three related arguments against the theory. The arguments are about what judgment subjectivism implies about the well-being of welfare nihilists, people who believe there are no welfare properties, or at least that none are instantiated. I maintain that welfare nihilists can be benefited (...) and harmed. Judgment subjectivism is implausible because it implies otherwise. (shrink)

This piece takes its cue from Malcolm Bowie's ‘speech creatures’, at once Aristotelian and psychoanalytic, to compare two forceful male characters in English novels who each make speeches proclaiming their own emotional reformation. Different as they are in other respects — an ex-libertine and a man of morals — Samuel Richardson's ‘Mr B.’ and Jane Austen's Mr Darcy both denounce their early parental education in relation to the humbler selfhood their wives-to-be have taught them. Such a development is both (...) like and unlike the later model of psychoanalytic re-education. It takes early emotional malformation as given, and it postulates the possibility of a beneficial re-education in later life; but it does not differentiate between the sexes, and it makes overall for a much more complete transformation and ‘cure by love’ than Freud's theories imagined. The income and careers that come with building wind turbines have become a lifeline for many factory towns and farming communities. Generating electricity from the wind puts increasingly cheap power on the grid, saving consumers billions a year. And it is one of the biggest, fastest, cheapest ways to reduce carbon pollution, reducing the threat of climate change. Yet as wind farms have rapidly spread to forty‐one states, their developers must make their case anew with each community that hosts them. (...) Facts matter, but so do empathy, honoring deep connections to neighbors and landscape, and developing mutual respect. Successful wind farm developers listen first for shared values and speak with inclusive language, to communicate with potential opponents across divides of misunderstanding and motivate local residents to adapt to and benefit from change. Patients with end-stage renal disease experience significant mortality and morbidity, including cognitive decline. Advance care planning has been emphasized as a responsibility and priority of physicians caring for patients with chronic kidney disease in order to align with patient values before decision-making capacity is lost and to avoid suffering. This emphasis has proven ineffective, as illustrated in the case of a patient treated in our hospital. Is this ineffectiveness a consequence of failure in the courtroom or the clinic? Through our (...) own experience we affirm what has been written before: that legal precedent favors intensive treatment in virtually all cases without ‘clear and convincing evidence’ of a patient’s previously declared wishes to the contrary. Equally clear is that more than 20 years of support in the clinical literature suggesting advance care planning early in the course of disease can address challenges in the legal system for those lacking capacity. In this work, the author argues that Leibniz's philosophical project should be viewed as being guided by a "moral vision." Rutherford does not focus on one narrow problem in the Leibnizian corpus; rather he tries to show the unity of Leibniz's thought. In particular, he wants to show that the system of monads makes most sense when it is seen as the metaphysical structure that the world must have in order for it to be the best of all possible worlds.

This paper is focused on the Sapient and Sentient Intelligence Value Argument or SSIVA and the ethics of how that applies to autonomous systems and how such systems might be governed by the extension of current regulation, as well as providing a computable model of ethics for AGI research. SSIVA is based on some static core definitions of "Intelligence" as defined by the measured ability to understand, use, and generate knowledge or information independently, all of which are a function of (...) sapience and sentience. The SSIVA logic places the value of any individual human and their potential for Intelligence, and the value of other systems to the degree that they are self-aware or "intelligent", as a priority. Further, the paper lays out the case for how the current legal framework could be extended to address issues with autonomous systems to varying degrees depending on the SSIVA threshold as applied to autonomous systems. In 2009, health authorities from Taiwan formally attended the 62nd World Health Assembly of the World Health Organization as observers, marking the country’s participation for the first time since 1972. The long process of negotiating this breakthrough has been cited as an example of successful global health diplomacy. This paper analyses this negotiation process, drawing on government documents, formal representations from both sides of the Taiwan Strait, and key informant interviews. The actors and their motivations, along with the forums, practices (...) and outcomes of the negotiation process, are detailed. While it is argued that non-traditional diplomatic action was important in establishing the case for Taiwan’s inclusion at the WHA, traditional concerns regarding Taiwanese sovereignty and diplomatic representation ultimately played a decisive role. The persistent influence of these traditional diplomatic questions illustrates the limits of global health diplomacy. (shrink)

Cognitive control constrains retrieval processing and so restricts what comes to mind as input to the attribution system. We review evidence that older adults, patients with Alzheimer's disease, and people with traumatic brain injury exert less cognitive control during retrieval, and so are susceptible to memory misattributions in the form of dramatic levels of false remembering.

En se basant sur une analyse récente des valeurs libérales dans la société québécoise par Claude Ryan, l’auteur souligne l’importance que le gouvernement doit accorder à ces valeurs dans (...) la modernisation de notre système de santé. The prefix “trans-” surrounds “animal” with a pluralizing effect: tranimals. This portmanteau word describes creatures at once real and imagined who traverse taxonomic categories. Artist Jodi Clark imagines the Menagerie à Trois as a space for carnal humanimality, where sexual entanglements commingle with chimeric forms. This menagerie à tranimals extends Clark’s ever-expanding Menagerie à Trois by articulating a framework for contemplating and indexing humanimal networks of engineered (...) organisms while simultaneously attending to the agency-in-captivity experienced by prosthetic and transgenic tranimals. The results of genetic interventions, transgenic tranimals have been engineered to serve a range of roles in biomedical research. Prosthetic tranimals are not always born with their modifications, but are instead engaged by other human and non-human animals by way of mechanical devices and symbiotic systems. These physical bonds destabilize concepts of part and whole: synecdoche becomes an important way of conceptualizing the labour performed by tranimals. Tranimals signal entangled relations, framing potentially infinite configurations of cooperation and adaptation. Visitors to this menagerie are encouraged to rethink the ethical and moral space created by becoming with tranimals. (shrink)

The far right in the United States has gained international visibility and power by promulgating its ideas using multiple media sources. This paper considers contemporary right-wing representations of John Dewey as found on English-language internet websites. The author employs discourse analytic methods to address the questions—‘How is John Dewey constructed in right-wing internet discourse?’ and ‘By what means has the Right come to construct Dewey in this way?’ Elements of the internet discourse are related to texts that helped shape it. (...) The paper demonstrates that far right-wing websites construct Dewey and his ideas as the antithesis of American values and as a political and existential threat of the highest order. In this discourse, Dewey is connected to Satan, communism and global conspiracy theories. The paper concludes with a discussion of the implications of these beliefs for current educational and political philosophy and praxis. (shrink)

How do adolescent girls envision the world of work and their potential place in it? This article considers teen magazines as a possible source for girls’ perceptions about the work world, including their own career futures. The author explores the occupational landscape embedded with in Seventeen magazinein 1992 in both quantitative and qualitative terms. The labor market in Seventeen-land is heavily skewed toward professional occupations, particularly in the entertainment industry. A close reading of the text reveals four primary messages about (...) the world of work: Entertainment careers are a viable and prestigious option, men are the norm as workers, men hold the power, and fashion modeling is the pinnacle of “women’s work. ” The author argues that Seventeen may be promulgating a distinct set of what Collins called “controlling images” directed at predominantly white girls. The findings suggest gender researchers should attend to the connection between the mass media and girl culture. They also underscore the importance of teaching media literacy. (shrink)
